PURPOSE: To update and inform the residents of St. Vrain Lakes Metropolitan District on the Cove Operations and the District’s and Developers plans to go forward.

GOING FORWARD: The Management Team and legal counsel are reviewing CVPRD’s and NoCo YMCA’s proposals with an expected agreement to be reached and approved at the 11/30 District 1 Board meeting. The intent is to the have the service provider on site starting 12/1/21. Until a service provider is in place, the main area which includes: the front desk, t.v’s, coffee machine, and seating area, will be closed due to no staffing and presented security concerns.

            The Cove fitness center’s egress and ingress locking mechanism issue has been mediated and the Town of Firestone has inspected the facility and passed the inspection. The fitness center is now open with restored 24-hour access.  

BACKGROUND: The Denver YMCA submitted their official notice of contract termination at the end of August 2021 due to Firestone, CO being located outside of their service area. The contract with Denver YMCA was agreed for Cove Operations through December 31, 2021, yet due to the boiler plate termination clause in the agreement the YMCA was allowed to give 30-day notice.

The District Management Team have engaged in conversations with Northern Colorado (NoCo) YMCA and Carbon Valley Parks & Recreation District (CVPRD) for proposals for Cove Operations through the 2021 and in 2022. An agreement for Facility Operations is expected by end of the month.

TIMELINE OF EVENTS: The following is a timeline of events and what has transpired with each vendor thus far.

  1. Denver YMCA
  2. Denver YMCA put in notice of contract termination with last day of service October 31, 2021
  • NoCo YMCA and CVPRD
    • District 1 Board (Developers) are engaged in communication and negotiations with both NoCo YMCA and CVPRD for Cove operations
      • No final decision has been made for service provider
      • An agreement will be reviewed and set for approval at 11/30 District 1 meeting
  • Fire Marshal- Town of Firestone
  • 9/02/2021- Town of Firestone Building Official inspected The Cove.
  • Determined egress code violations with maglock system and provided operation requirements until mediated.
    • Building can only be accessed during posted hours while staff is present.
    • All doors remain accessible as permitted and approved per building permit.
  • 9/16/2021- PCGI met with Building Official for compliance review.
  • Doors and points of entry have been updated per code, 11/3/21 Inspection passed.
  • Fitness center has re-opened for 24-hour access

While the fitness center has been re-opened for 24-hour access, the main area and front desk will remain closed until a new service provider is in place. We apologize for any inconvenience and disruption of schedule this may cause.

The coordinated District 1, 3 and 4, and District 2 Board Meeting and 2022 Budget Hearing is scheduled for November 30, 2021 at 6:00. This meeting will be virtual with access information available on the Agenda which is posted on the St. Vrain Lakes website at least 24 hours before the meeting.

There is a December 1, 2021 virtual Community Meeting with MSI is scheduled. An agenda has not been set for this meeting with more information to come.
