SUBJ:Cove Operations Update

PURPOSE: To update and inform the residents of St. Vrain Lakes Metropolitan District on the Cove Operations and the District’s and Developers plans to go forward.

BACKGROUND: The Denver YMCA submitted their official notice of contract termination at the end of August 2021 due to Firestone, CO being located outside of their service area. The contract with Denver YMCA was agreed for Cove Operations through December 31, 2021, yet due to the boiler plate termination clause in the agreement the YMCA was allowed to give 30-day notice.

The District Management Team have engaged in conversations with Northern Colorado (NoCo) YMCA and Carbon Valley Parks & Recreation District (CVPRD) for proposals to enter into a Temporary Operating Agreement for Cove Operations through the 2021.

At the beginning of September, the Town of Firestone’s Fire Marshall inspected the Cove per submitted and approved building plans. The District was informed the egress and ingress locking mechanisms that are in current use do not meet current Life Safety/Fire code. Until this is remediated, the building and workout facility can only be accessed when the front desk is staffed.

Per the 2021 Budget, the front desk is staffed the following hours:

            Monday through Friday: 1pm- 7pm

            Saturday and Sunday: 10 am- 7 pm

TIMELINE OF EVENTS: The following is a timeline of events and what has transpired with each vendor thus far.

  • Denver YMCA
    • Denver YMCA put in notice of contract termination with last day of service September 30, 2021 due to SVLMD facility located out of Denver Service Area.
      • Open dialogue to continue operations on as needed basis in interim through October 31, 2021.
  • NoCo YMCA
    • 9/09/2021- PCGI and NoCo YMCA had a meeting to review facility operations and potential proposal for operations through December 31, 2021.
    • PCGI has not received an official proposal from NoCo YMCA for Cove Operations.
  • CVPRD
    • 9/13/2021- PCGI and Carbon Valley Parks and Recreation District (CVPRD) had meeting to review facility operations and potential proposal for operations through December 31, 2021.
    • 9/16/2021- PCGI received draft proposal for Cove Operations.
      • Draft Proposal sent to legal for initial review.
  • Fire Marshal- Town of Firestone
    • 9/02/2021- Town of Firestone Building Official inspected The Cove.
    • Determined egress code violations with maglock system and provided operation requirements until mediated.
      • Building can only be accessed during posted hours while staff is present.
      • All doors remain accessible as permitted and approved per building permit.
    • 9/16/2021- PCGI met with Building Official for compliance review.
      • Building was not complaint and future inspection TBD.

GOING FORWARD: The St. Vrain Lakes Metro District Management Team is working diligently with the Developers (Brookfield) to determine the most cost-effective, and fluid course of action to return the Cove to former operations.  

            The Management Team and legal counsel are reviewing CVPRD’s proposal and awaiting a proposal from NoCo YMCA. The intent is to have a Temporary Operating Agreement through 2021 in place by November 1st.

            The Management Team and Brookfield are working together to determine how to bring the Cove facility into compliance with the new Life Safety/Fire code and determine the best course of action for how residents can safely and easily access the workout facility at their leisure.

            There will be a virtual Community Meeting on September 29, 2021 at 6:00 pm where the Agenda will provide time for Developer (Brookfield) updates, District Management Team (PCGI) updates, Community Management (MSI) introduction, and Cove Operations Update.
